The Earthquake Emergency Assistance Project (EEAP) supports the Government of Nepal to accelerate recovery and reconstruction works following the devastating earthquake of 25 April 2015 and the major aftershock of 12 May 2015. The project mainly support the rebuilding and rehabilitation of the infrastructures with strengthened and resilience to future disasters. The project envisaged during the project approval period, has four outputs (or components) and covers 12 districts out of the 14 mostly affected districts. The Central-Level Project Implementation Unit (CLPIU) under the Ministry of Federal Affairs and Local Development (MOFALD) is responsible for the implementation of the component for rehabilitation and reconstruction of district roads, one of the four components of the Earthquake Emergency Assistance Project (EEAP) financed by the Asian Development Bank (ADB). ADB had approved Loan No 3260- NEP for the financing of the EEAP on 24 June 2015. The loan become subsequently effective on 10 September 2015. The project is estimated to total cost of US $232 million, of this total cost of US $200 million equivalent is financed from ADB’s Asian Development Fund. The GON provides $32 million equivalent to cover (i) land acquisition and resettlement costs, (ii) taxes and duties and (iii). Incremental recurrent costs; the remaining costs are financed by the ADB loan. The cost of the component for rehabilitation and reconstruction of district roads is estimated as $48.79 million, representing 23% of the EEAP base cost. The complementary grant of CHF 3.9 million (US $ 3.817 million) is being financed by the Swiss Agency for Development and Cooperation (SDC) for Technical Assistance (TA) for consulting services for design and supervision of roads of 12 districts to complements the ADB financing of this component. The original plan of the output of the component rehabilitation and reconstruction of district roads was 450 km. A total of 25 potential road subprojects (474.7 km) have been identified for rehabilitation and reconstruction in 12 project districts under EEAP. The detail survey, design of 24 roads (466 km) have been completed. Out of which, the technical detail report (DPR) of 22 road subproject with 427 km have approved. Remaining within the currently allocated project funds for district roads, 17 road subprojects (290 km) has been accepted for rehabilitation and reconstruction.

job description
  • Under the overall guidance and supervision of the Team Leader/Project Manager, and the Deputy Team Leader, the District Engineer will perform the following tasks:
  • Lead the overall supervision of the construction of rural roads under EEAP in deputed district, and be responsible for the overall planning, implementation, coordination, administration and management of all district level activities.
  • Leading and providing guidance to site supervision team in his district on Construction supervision skills and reporting; and ensure that the contract supervision and administration at project is effectively managed and maintained.
  • Ensure the workers welfare by ensuring that the workers are inured before any works start, ensure rapid payment in case of an insurance claim, ensure that the workers receive their wages on time, ensure that the resettlement issues are resolved as per the norms, ensure timely completion of the construction works as per the specified quality within budget.
  • Support the design engineers with improving designs and tailoring construction to suit specific location requirements.
  • Manage the site supervision team and contractors; and to report to the project management expert and Monitoring Specialists all construction supervision and construction quality issues and assist in resolving them.
  • Arrange and lead the site level progress meeting, management meeting and ensure that necessary action be taken on time.
  • Ensure that the contracts are strictly and efficiently managed. (In this sense the DTL should be aware of the FIDIC principles and public procurement act and its regulations. 
  • Coach and keep the whole team focused to achieving the targets ensuring impartiality and integrity of the whole team. Responsible for an immediate information to the Team Leader of any mis-conduct. Make periodic and effective presentations of the status, results, outputs and activities. Ensure that the SEs are made responsible for social indicators as mentioned above. Conduct periodic performance appraisal of the whole team.
  • Coordinate with DTO at the district and assign duties to other team members under overall guidance of CPMC, and also recommend the approval of their leaves. The Engineer shall submit his work plan to CPMC for endorsement and then submit to PIU (for approval) and DTO. Travels to district headquarter, out of district and leave shall have to be approved by DDC/DTO.
  • Ensure the implementation of environmental mitigation measures as proposed in IEE and report to Design and Environmental Engineer and PMR Manager.
  • Oversee and ensure that the monthly reports are prepared following the applicable guidelines and submitted to CPMC with a copy to DDC/DTO and PIU by the stated period.
  • Ensure visibility of SDC’s support – hoarding boards at all the work sites at regular intervals, people in the road corridor are aware of SDC’s support etc.  Gather/Compile information on contract finances, disbursements and SoEs and forward them to CPMC.
  • Assist Resettlement Specialist in carrying out resettlement survey, prepare resettlement plan and in the implementation of the plan with the support of Safeguard officer in district.
  • Prepare and recommend interim payment certificates and final payments.
  • Supervise the staff, who report to the District Team Leader to fulfil their responsibilities as stated in the individual’s ToR and work towards maintaining a cordial working environment, maintaining the motivation level of team members.
  • For administering safety and security for the team, the District Team Leader shall abide to the Basic Operating Guidelines (BOGs) and shall follow Safety and Security Plan Nepal issued by SDC.
Job Specification
  • At least 5 years of experience in construction/upgrading supervision, including quality control and management/ execution of roads and bridges sub-project.
  • Demonstrated experience in bituminous works, managing a district level team and coordination with local bodies and local stakeholders will be an added advantage.
  • S/he shall have very good written and spoken English.
Education description
  • The District Engineer should have a Bachelor Degree in Civil Engineering, registered in Nepal Engineering Council.
