The World Health Organization (WHO), Nepal invites applications from qualified and experienced candidates
for the roster to fulfil the position of WHO Information Management Assistant (IMA) – GS.4.


Purpose of the Position:
The purpose of the position is to manage and disseminate information for health sector emergency
preparedness and response readiness at the Regional Health Emergency Operation Centre (RHEOC).

Summary of assigned duties:
Under the overall supervision of Technical Officer – WHO Health Emergency (WHE) Programme (TO -
WHE) with day to day supervision of the WHO Emergency Programme Field Officer (EPFO) and WHO
Emergency District Support (WEDS) Officer placed at the Regional HEOC and in close coordination with the
National Professional Officer – Emergency Preparedness and Response (EPR) and National Professional
Officer – International Health Regulations (IHR) in the WHE Programme of WHO Country Office (WCO) for
Nepal; the Information Management Assistant will perform the following duties:-

Support Health Emergency Operation Centre (HEOC):

  • To generate the first information report on public health emergencies due to any hazards and report them to the WHO Emergency Program Field Officer and the concerned regional health authorities
  • To communicate and coordinate with districts / local bodies/ health facilities and other stakeholders partners to collect information:
    • on disease outbreaks and public health emergencies (PHE) due to any hazard and their follow-up.
    • for preparation of situation reports on PHE.
    • on health stakeholders involved in Emergency Risk Management (ERM) and update it regularly using tools such as the 3W/4W matrix.
  • To prepare info-graphics, summary statistical bulletins, bi-monthly information bulletin and share with key stakeholders and the HEOC network.
  • To prepare digital maps with health facility locations, routes of access and dedicated and accessible free space for emergency operations and regularly update the same.
  • To provide the information to HEOC – Ministry of Health(MoH) for development of:
    • user friendly information portal for the HEOC network synchronizing all available information such as emergency roster, hospital disaster information, health facility mapping, health capacity mapping and buffer stock, related Acts, Strategies, Guidelines, Plans and Protocols etc.
    • monthly updates and newsletters.
  • To disseminate monthly updates received from the Health Emergency Operation Centre (HEOC) network to relevant stakeholders.
  • To update the database on regional health human resources in close coordination with hub and satellite hospital networks and district/local health authorities for utilization during different phases of the emergency management cycle as relevant.
  • To coordinate with the Emergency Operation Centres of the Ministry of Home Affairs and other relevant line ministries located in the region to obtain information needed for health response in an emergency through the HEOC.
  • To ensure inter-sectoral/cluster coordination for collective response in an emergency in the region, e.g. water/sanitation/hygiene, logistics and nutrition.
  • To liaise with the Epidemiology and Disease Control Division (EDCD); the HEOC Network; the National Public Health Laboratory network; the National Influenza surveillance network; the Anti- Microbial Resistance surveillance network; the network of Rapid Response Teams; and the regional/ local chapters of the national and international NGO associations to ensure effective coordination of ERM activities, information and knowledge sharing and promoting partnerships..
  • To perform other duties and tasks as assigned by the EPFO, WEDS Officer, NPOs in the WHE Programme and TO-WHE.

Functional Skills and knowledge:

  • Self-motivated with ability to work with a minimum supervision.

Other Skills:

  • Good computer skills including office software applications (word, excel, power point).
  • Good working knowledge of use of GIS, Database design and implementation, SPSS, Online surveys
  • and other IT related software.
  • Operating skills on data analysis software.
  • Knowledge of Internet and email use is essential.

Experience:

  • Essential: Minimum 3 years of experience in information management or related area.
  • Desirable: Relevant working experience with WHO and UN agencies is an asset.
  • Use of language Skills: Excellent knowledge of written and spoken English and Nepali

Other Skills (e.g. IT): Work is to be performed in a normal office environment. Work requires the use of word processing facilities to create, edit, format and print correspondence and documents; spreadsheet and visual presentation software; extensive use of e-mail and scheduling software to improve communications both internally and externally. Formal or self-training in the use of standard office software.

Education description
