Oxfam is an international confederation of 18 organizations networked together in more than 90 countries, as part of a global movement for change, to build a future free from the injustice of poverty. The Oxfam International Secretariat is based in Oxford, UK. Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by the population, especially women and other socially and economically excluded groups. The level of Oxfam’s engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, under its Sustainable Development Programme, Oxfam has worked in partnership with local civil society organisations and the government authorities and services to promote rural livelihoods, and vulnerable communities’ resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam’s central office is in Kathmandu. Since the series of devastating earthquakes and aftershocks hit Nepal in 2015, Oxfam under its Humanitarian Programme set up new offices in Gorkha, Dhading, Nuwakot, and Sindhupalchowk to help deliver emergency relief to affected communities and help them in their recovery.

  • Fixed Term: Till 31 March 2018, Based in: Kathmandu with frequent field visits.
  • JOB PURPOSE: In line with Oxfam’s strategic plans and policy guidelines, MEAL- Officer will work under direct supervision of the FEJ Programme Manager in close coordination with Team Leaders. S/he will be responsible for developing and updating programme level data base and knowledge management system. S/he will also be assisting FEJ team in planning, implementing and reporting influencing and campaigns works.

  • DIMENSIONS:
  1. Strong communication, report writing and documentation skills to communicate with internal and external audience.  
  2. Strong skill on network & alliance building, influencing, lobbying and negotiation.
  3. Strong knowledge and experience on existing policy framework, initiatives and concerns on agriculture, food security, climate change, land and women rights and remittance.
  4. Analysis and internal communication of the locally relevant context on FEJ programme area to inform Oxfam’s team and external communication to create favourable policy environment.
  • Monitoring Evaluation Accountability and Learning (MEAL- Officer)​​ key responsibilities:​​​​​ 
  1. Support programme team in preparation and revision of annual plan and budget and Partner Grant Agreement (PGA).  
  2. Assist FEJ team in development of project level logic model, M& E plan and monitoring tools.  
  3. Assist FEJ team in conducting project related research and evaluations works such as baseline survey, mid-term review and final evaluation.  
  4. Develop and maintain a computer based date management system for all projects being implemented under FEJ programme.  
  5. Document and produce high quality human interest stories, case studies, best practices, policy briefs and use them as inputs for evidence based advocacy for policy influence and practice at different level.  
  6. Design and produce brochure, info-graphics and visibility materials related to projects and programme.
  7. Support FEJ team in preparing and organizing national level influencing and campaigns events.
  8. Ensure compilation and circulation regular updates on policy issues, news and event including figures, key highlights and stories of interest.  
  9. Produce regular FEJ programme dates and share within team.
  10. Ensure that Oxfam’s ways of working including gender equity and humanitarian principles are mainstreamed throughout the programme. Mainstream Gender and Social Inclusion issues in projects for ensuring women and other socially excluded people’s participation in the project.
Job Specification
  • 2 years professional experience with an I/NGO or related development organizations.
  • Proven experience in project planning, monitoring, evaluation, learning and documentation.
  • Excellent communication, report writing, documentation and proposal development skills.
  • Sound knowledge and skills in computer based data management.
  • Sound experience in quantitative and qualitative research works.
  • Sound knowledge of the socio-economic and political context of the country.
  • Sound knowledge and understanding on key policy and governance issues around agriculture, food security, climate change, natural resource management (land, water and forest) and social inclusion in Nepalese context.  
  • Strong command on written and verbal English and Nepali.
Education description
  • At least Bachelor’s degree (Master’s preferable) on media studies, social sciences, development studies or other relevant discipline.
