Oxfam is an international confederation of 18 organizations networked together in more than 90 countries, as part of a global movement for change, to build a future free from the injustice of poverty. The Oxfam International Secretariat is based in Oxford, UK. Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by the population, especially women and other socially and economically excluded groups. The level of Oxfam’s engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, under its Sustainable Development Programme, Oxfam has worked in partnership with local civil society organisations and the government authorities and services to promote rural livelihoods, and vulnerable communities’ resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam’s central office is in Kathmandu. Since the series of devastating earthquakes and aftershocks hit Nepal in 2015, Oxfam under its Humanitarian Programme set up new offices in Gorkha, Dhading, Nuwakot, and Sindhupalchowk to help deliver emergency relief to affected communities and help them in their recovery.

  • Job Duty: till 31 March 2018, Based in: Kathmandu with frequent field visits.
  • Pupose :To work with others to find lasting solutions to poverty and suffering.
  • REPORTING LINES: Post holder reports to: Team Leader- Food Security and Livelihood Staff reporting to this post: Project Officers ( Engineer and Cooperative)
  • DIMENSIONS:  
  1. Delegated authority to supervise projects activities.
  2. Work pattern is a mixture of reactive and project work.
  3. Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team.  
  4. Communication is largely with internal staff and also with some local (Gaupalika, District and Regional) level external contacts and target audiences to support operational work.
  • KEY RESPONSIBILITIES:
  1. Take lead in successful completion of the Livelihood & Empowerment Project and Makwanpur Livelihoods Recovery Project activities in project districts.  
  2. Take lead in OPAL management, annual plan and budget preparation, PGA preparation and timely grant release to the partners.  
  3. Provide a managerial and technical leadership to the project and partner team for activity planning and implementation including budgeting, M & E and reporting.  
  4. Ensure that partner has implemented project activities as per agreed plan and budget (activity wise  and spending) and also ensure these are reported in a timely manner.  
  5. Conduct regular field visit for project activity monitoring and quality assurance.
  6. Conduct training need assessment of project and partner team and organize training programme including other capacity building activities for them.  
  7. Prepare periodic progress report of the projects and submit to the PM through Team Leader (FSL).
  8. Prepare case studies, process and learning documentations and reports of the projects.  
  9. Develop effective monitoring plan and tools and ensure its effective implementation by partner team
  10. Contribute significantly in conducting project related research and evaluations works such as baseline survey, mid-term review and final evaluation.  
  11. Assist Team Leader and GROW Coordinator to implement the project related influencing and campaign works.  
  12. Assist Team Leader and Programme Manager in fundraising initiatives such as needs assessment, concept note and proposal development.  
  13. Maintain good relationship with district and regional level stakeholders and represent Oxfam at  district and regional level forum.  
  14. Ensure that Oxfam’s ways of working including gender equity and humanitarian principles are mainstreamed throughout the programme.
Job Specification
  • 5 years experience with an INGO or any related development organisations implementing food security or economic empowerment projectsProven organizational and administrative skills.
  • Physical fitness for travel in remote areas.
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
  • Committed to Equal Opportunities (e.g. gender, race, disability).
  • Capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Understanding on Food Security and Livelihoods issues and challenges in Nepal including the main actors and their main strategies and policies.  
  • Sound knowledge and working experience on business plan preparation and capacity building of cooperative societies in Nepal.
  • Proven experience in project management including a small team and partner NGOs.
  • Good command on written and spoken English and Nepali.
  • Strong facilitation, report writing and monitoring skills.
Education description
  • A Bachelor’s degree (Master’s preferable) in agriculture, management, development studies or other related disciplines.
