1. Compliance to Policies, Rules/Regulations and Guidelines

  • Conflict Sensitive Programme Management at all levels;
  • Adhere to policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption etc.) and other specific policies applicable for TTDP;
  • Ensure Human Resource Information System of the project is updated;
  • Ensure compliance of all the terms and conditions agreed between HELVETAS Swiss Intercooperation Nepal and the donor.

2. Overall Project Cycle Management

  • Provide overall direction to the team and coordination of inputs and supervision and guidance of individual specialists under the overall direction of the Coordinators of the PMCU;
  • Ensure a consistent approach is adopted for the project cycle implementation processes and procedures;
  • Responsible for management and delivery of all the consulting services to meet the requirements of the Project;
  • Guiding the development of implementation approaches and processes/procedures for key project cycle activities;
  • Responsible for the direct supervision and guidance of the PMCU and Palika support teams in all aspects of the team activities and their support for project;
  • The responsibility will include assurance of the quality, uniformity and consistency in detail project preparation, construction works and post construction support;
  • Provide strategic direction for the project; develop project operational manual and provide technical backstopping for its effective implementation;
  • Facilitate process for the development of yearly plan of operation, annual budget, semi-annual and annual progress report etc.;
  • Ensure smooth operation of the project by providing support to the team members and the partner organizations to implement the programme activities;
  • Ensure adherence of good governance practices in planning, implementation and monitoring of project activities;
  • Assist to conduct steering committee meetings in timely manner, to minute the decisions and take follow up actions to achieve project’s outputs and outcomes;
  • Organize quarterly, semi-annual and annual review and planning meetings;
  • Participate and contribute to relevant cluster workshops, sharing forums, meetings and exchanges;
  • Ensure timely monitoring of project activities through regular field visits, interactions with staff, partners, and stakeholders. Timely supervision and guidance to the team members; ensure results orientation of the entire team;
  • Ensure periodic evaluation of project activities as mentioned in the project document has been carried out;
  • Ensure proper documentation and disseminate project experiences, best practices, success stories and lessons learned both within and outside HELVETAS Swiss Intercooperation Nepal projects;
  • Commission agreed studies and ensure quality of such studies;
  • Ensure quality and timely delivery of all reports; Ensure that the views of both the MoTFE and SDC are incorporated into the various reports as they are produced and reviewed.

3. Administration and Financial Management

  • Be overall responsible for project’s finance and administration management as per HELVETAS Swiss Intercooperation Nepal’s and donor’s requirement;
  • Prepare annual project budget, timely review, analyse and accommodate necessary revisions;
  • Monitor project direct funding expenditures and take necessary action to ensure that expenses stay within acceptable limits;
  • Ensure quality and effectiveness of internal and external audits.

4. Coordination, Representation and Networking

  • Ensure close coordination of activities and close cooperation of all the Consultant’s specialists with the SDC funded ENSSURE, IIED, PSP and other SDC funded programmes/ project;
  • Ensure appropriate stakeholder communication and dialogue in the scheme selection and planning processes;
  • Manage the relationship with the Government, MoTFE, SDC, and other stakeholder;
  • Facilitate the transfer of knowledge by conducting orientation workshops for officials involved in Project implementation and organize review workshops to discuss work plans, physical and financial progress and identify problems and constraints that have a negative effect on Project implementation;
  • Assist the PMCU in preparing the detailed project implementation schedules and works plans for construction;
  • Plan and coordinate the various training and capacity building programs to be implemented under the Project;
  • Guide the information dissemination, at LG level trail verification, selection and preparation;
  • Maintain good communication, exchange and working relationship with Country Office,  concerned Programme Office, SDC and keep informed regularly about working progress;
  • Represent the project in the capacity of Team Leader in relevant seminars, meetings, workshops at different levels;
  • Participate and contribute in HELVETAS Nepal Country Programme management meetings;
  • Report to the Country Director, Steering Committee, and SDC. Seek support from SDC in any interpretation of the Project Document and its spirit and execute them accordingly.

5. Human Resource Management/Development

  • Take leadership in the project staff management and ensure a fair, inclusive and equitable working environment within the project. Ensure a diverse workforce representative of national diversity;
  • Ensure regular assessment of staff and partners' development needs, coach and capacitate them for effective execution;
  • Provide coaching and mentoring to project staff and other relevant personnel to strengthen their skills and job performance;
  • Plan and implement capacity building activities for the project and stakeholders relevant staff members.

6. Other Specific Responsibilities

  • Professionally discharge other tasks assigned by Country Director;
  • Be proactive in bringing innovations and taking new initiatives into the programme and the organization.
Job Specification

Job purpose: This position is responsible to:

  • Provide strategic direction to the project team to accomplish project objectives and targets as stipulated in the project document and log frame;
  • Effective human resource management, efficient project’s finance and administration management and stakeholder management;
  • Maintain excellent working relation and communication with the government and non-government stakeholders and with donor.
Education description

Job Requirements

Minimum Education Attainment: A Master’s degree in tourism or development studies or equivalent academic/professional qualifications.

Minimum Professional Experience: Minimum of 15 years’ experience in managing participatory development projects and in establishing quality control and monitoring systems, and in rural development with effectively verified outputs of which at least 10 years’ experience in leading a multidisciplinary team; experience as expert and/or team leader for externally financed projects; experience in working with participatory planning methods would be an advantage.

Required Competencies:

  • Demonstrated competence in managing participatory development projects and in establishing quality control and monitoring systems, and in rural development with effectively verified outputs
  • Experience    of    working    with    the    government   in federalized context, providing technical assistance to different levels of government
  • Experience in outcome/results-based project implementation, monitoring, and reporting
  • Strong   social skills for collaboration with government agencies at all levels, including on policy development; with the private sector and civil society
  • Strong networking skills, ability to link various actors and institutions
  • Good experience on project cycle management
