job description
  1. Position: Finance and Administration Officer
  2. Duty Station: Biratnagar
  3. The main responsibilities are:
  • Preparation and Controlling of vouchers for all banking transactions, recording of banking transactions in RERA E-bank system. collect original VAT invoices. TDS deduction on payment if/when required.
  • Support in setting-up the office in Biratnagar and making it operational (eg. ensuring provision of required hardware and support-services, establishing a filing-system. organizing work-stations for staff, coordinating support-staff, etc.)
  • Organization of office, coordination and steering of activities in the area of administration, procurement of materials, goods and services.
  • Support national and international experts, visitors and consultants with all issues related to administration.
  • Assist in preparation of contracts in coordination with Sr. Finance Officer and Administration Officer of Kathmandu.
  • Make and prepare payments as by the regulations of GIZ Nepal.
  • Support the budget-planning for the provincial office.
  • Supporting program staff to organize workshops/ seminars, trainings, meetings and any other program including logistics support for preparation/implementation and assist in planning and documentation of the same.
  • Support in arrangement of field visits, travel logistics and settlement of travel accounts like travel advance, check invoices, reimbursement etc.
  • Maintain filing system in accordance with GIZ rules, regulation and data management System.
  • Oversee vehicle management and maintain service & maintenance of office vehicles, maintain log book, legal documents of vehicle like blue book renewal.
  • Responsible for Petty cash handling.
  • Act as security focal point and contact person for the field office of RERA.
  • Coordinate with IT unit of the Country Office and support in IT related issues.
  • Responsible for maintaining RERA assets/inventories and their insurance in coordination with Administration Officer of Kathmandu.
Job Specification
  • At least 10 years of total working experience in finance an administration with 5 years with donor funded projects/ programmes
  • Good understanding of Government of Nepal's tax regulations and policies.
  • Ability to work with project staff, government counterparts, implementing partners and vendors.
  • Strong negotiation, coordination, communication and interpersonal skills.
  • A good team player with the ability to work under pressure and meet deadlines.
  • Excellent knowledge of MS Office.
  • Excellent communication skills in English and Nepali (both written and verbal)
Education description
  • Master's degree in management, economics, humanities, public administration, business studies/ business administration, etc.
