RTI International, the International Education Division is currently accepting applications for a Senior Monitoring and Evaluation (M&E) Advisor/ Team Leader (one position) to support the Early Grade Reading Program (EGRP), a USAID-funded five-year program to improve early grade reading in Nepal. This is a full-time position. The program will work closely with and support the Government of Nepal's design and initial implementation of a national education model that standardizes early grade reading in public schools. The position is based in Kathmandu with expected travel to other target districts across Nepal.

The Senior Monitoring and Evaluation Advisor/ Team Leader is responsible for leading and coordinating the entire M&E team of EGRP.

Primary Responsibilities:

  • Lead, manage and coordinate the Monitoring and Evaluation (M&E) team of EGRP including PMP indicators required to report back to USAID.
  • Maintain and update internal M&E system, reporting templates, database and reporting output as per program need.
  • Provide technical assistance to CLAs, and District Education Office's (DEO) to strengthen their National EGRP monitoring and reporting systems and capabilities.
  • Prepare M&E reports as per program need and submit to Chief of Party (CoP) and Senior Reading Advisor (SRA).
  • Work closely with the institutions assigned by USAID to facilitate performance evaluation and impact evaluations related to improvement of reading at the primary grade level.
  • Provide technical support and guidance for the project base-line, mid-line, and end-line surveys, utilizing EGRA and EME tools/approach.
  • Build capacity of government, particularly ERO, to manage and Implement, CB-EGRA.
  • Employ a range of methods, including using large quantitative data sets as well as qualitative data, to ensure the quality of program implementation at all levels and improve student learning outcomes, in collaboration with other IRs.
  • Support the program's work with teachers and teacher support personnel to develop a classroom assessment program (continuous assessment), enabling teachers to use classroom-level data to improve instruction and target students for remediation if needed.
  • Coordinate with IR1, IR2, and IR3 teams in tracking progress on program benchmarks and progress indicators including reporting requirements of each IRs.
  • Assist in strengthening the data management system of Department of Education (DoE) EMUS, in collaboration with IR2;
  • Prepare final performance monitoring reporting documents as per PMP.
  • Ensure all activities as defined in the scope of work for EGRP team are performed as per the agreed terms.
  • Represent EGRP on M&E to USAID, MOE, NORC (for impact evaluation) and CAMRIS (for performance evaluation).
Job Specification
  • Solid knowledge and understanding of software and database system that are appropriate for M&E systems.
  • Demonstrated experience in monitoring and reporting in a complex program/projects.
  • Strong interpersonal skills and ability to work as a team.
  • Excellent oral and written communication skills and fluency in English and Nepali language.
Education description
  • Master's Degree in relevant subject with at least 15 years of experience or equivalent combination of education and experience in M&E system design, implementation and reporting.
